New York's sales tax is a base state rate plus a local rate that varies by county, so the total you pay differs across the state and is highest in New York City. Lodging swings from very expensive in the city to far better value upstate, and a single state-park pass can pay for itself fast.
Sales tax varies by location
New York charges a 4 percent state sales tax plus a local rate set by the county or city, so the combined rate changes depending on where you buy. In New York City the combined rate is 8.875 percent (including a small Metropolitan Commuter Transportation District surcharge); elsewhere it is generally lower but still varies.

Lodging: city vs upstate
Lodging is where budgets diverge most. New York City is one of the most expensive hotel markets in the country, and the city adds its own hotel occupancy taxes on top of sales tax, so a city base costs far more than an equivalent room upstate.
Upstate and the regional lanes — the Hudson Valley, Catskills, Finger Lakes, and Capital Region — are generally much better value outside foliage season and summer peaks. Mixing a short city stay with more nights upstate is a common way to control the total.
State park entry and the Empire Pass
Many New York State Parks charge a per-vehicle day-use fee in season. If you plan several park or trailhead visits — common on an Adirondacks, Catskills, or Finger Lakes trip — the annual Empire Pass waives that vehicle fee at most state parks and many state Department of Environmental Conservation sites.
For a single short visit the per-day fee is fine, but for a multi-park trip the pass usually pays for itself. Check current pass pricing and where it is accepted on the New York State Parks site.
